1.                  GENERAL PRINCIPLES FOR CLASSIFICATION 

1.1              I.B.A.D Shall determine a classification system based on the functional ability to perform basic tasks in Badminton. Functional ability should be considered independently of level of skill or training of the player. 

1.2      The need for changing the number of classes shall be continually reviewed on the basis of functional differences in performance and number of players within the class. 

1.3      Classification Rules are part of the Technical Rules of Badminton. Classifiers are to be granted accreditation and access to all facilities and parts of the venues.

   

1.4              Classifiers shall perform their duties within in the I.B.A.D Code of Ethics for Classifiers.    

  

2.                  ELIGIBILITY OF COMPETITORS

 

2.1              A competitor who cannot participate on reasonably equal terms in badminton for “able-bodied” because of a functional disadvantage due to a permanent disability is eligible for badminton. 

2.2              The minimum handicap is determined in badminton, depending on functional factors. 

2.3              In order to take part in a competition a player must be classifiable according to the I.B.A.D classification rules.

  2.4              If, in the opinion of the Classification Committee, a competitor is not classifiable by virtue of changing disability, a disability that is not recognizable, or failure to cooperate in the classification process, then the competitor shall be declared not eligible to compete. Failure to cooperate in the classification process shall be determined on the basis of changing performance, NOT considerations of deliberate attempts to mislead the classifiers.

   

3.                  COMPETING IN A CLASS WITH A LESSER DISABILITY

3.1              The player may compete in a class with less disabled competitors and in such cases must stay in the same class for that particular competition.

 4.         MEDICAL DOCUMENTATION OF DISABILITIES

 

4.1              A medical documentation of a players disability is the basis for the functional           Classification. Different test methods are required depending on the disability of the player. 

 

5.                 CLASSIFICATION FORM 

5.1              Players shall have a classification form issued by I.B.A.D, this will be signed and stamped by a team of at least two (2) authorised classifiers of I.B.A.D.

 

5.2            A classification normally is permanent, unless stated on the classification documents issued by I.B.A.D. 

 

6.                 AUTHORISATION OF INTERNATIONAL CLASSIFIERS

 

6.1              Authorisation as a classifier is issued by I.B.A.D Medical Committee. 

6.2       Applications for education as a authorised classifier must be sent to the Medical Officer.

 

 

7.             CLASSIFICATION PROCEDURES FOR IBAD COMPETITIONS

 

7.1            I.B.A.D are responsible for selecting classification teams in co-operation with the Organising Committees.  

7.2      There should be sufficient qualified classification teams, including medical and technical experts, must be present to complete the classification at least one day prior to the commencement of the actual competition.  

7.2            When a players class is changed it is the duty of the organizers to amend the starting lists and other documents, according to the new classification. 

 

7.3     Classification can be subject to review during training and competition. The Process must not be detrimental to the performance of the player under review.

 

8.                 DOCUMENTATION OF CLASSIFICATION 

8.1            A list of players per country, and their classifications shall be maintained by I.B.A.D.

 

8.2            The updated classification lists shall be filed with the I.B.A.D secretary each Year.

  

 

9.                 CLASSIFICATION PROTESTS

Protests, although in and of themselves a right of the player and classifiers, should not be used in a manner that would unfairly affect the outcome of the competition. “Tactical Protest” are a breach of the principles of fair play. 

9.1              I.B.A.D is responsible for the selection of the Protest Classification Committee.

 

9.2            A member of the Classification Team should normally be exempted from dealing with a protest concerning a classification that he/she has been involved with.

 

9.3            The decision of the Classification Protest Team is final and without appeal.  

 

9.4            Classification Protest Procedure. The following regulations for classification protests shall apply.

 

9.4.1   All protests must be made on the official I.B.A.D Protest Form and handed to the Medical Officer. The protest must be accompanied by a protest fee which will be refunded if the protest is upheld, otherwise it remains with I.B.A.D. In accordance with 7.4 the Classification Committee may protest a competitors  classification following observation during competition. Such a protest shall be without fee.

 

9.4.2        Such protests must be handed in no later than six (6) hours after the classification.

 

 

9.4.2        Only the head of Delegation (or his/her representative) or relevant classification committee can make such protests.

 

 

 

9.4.3        Classification protest shall be dealt with as soon as possible after the protest has been received. The Medical Officer shall decide the time of the hearing. 

 

9.4.4        At re-classification tests a person of his/her choice may accompany the player.

 

9.4.5        If a player refuses to attend a protest re-classification test he/she will be banned from further participation.

  

9.4.6        The final decision will be written on the official form. The original will be kept by the I.B.A.D and copies will be distributed to the player concerned, and team official.

  

9.4.7        Following any re-classification the implementation of the change shall be according to I.B.A.D rules. 

 

9.4.8        If it can be shown that the I.B.A.D Code of Ethics for Classification has not been followed during classification, a different classification panel shall reclassify the player.

  

10.     PERSONNEL AND EQUIPMENT FOR CLASSIFICATION PROIR TO AND AT COMPETITION

 

10.1          For all I.B.A.D events the required number of classifiers shall be nominate by the Medical Officer. These classifiers may not be members of there national teams.

 

 

10.2       Administrative staff is required for registration and guidance of players to the           examination rooms. The staff is to record all classification changes.

 

 

10.3          For all medical and practical examination purposes the Medical Officer and       Classifiers should be contacted by the Organizers, concerning the necessary equipment that will be required. 

 

10.4          Classification room or rooms will be required depending on the number of players to be classified. The room or rooms should be near the playing area. 

 

10.5          A court should be made available for practical and technical testing. 

 

10.6          For the observation of the players classifications during competition. The classification teams require appropriate places with good views over the courts. 

 

 

11.              REVIEW OF ENTRIES 

 

11.1          Once the entries by name have been received by the Organising Committee it        must contact the I.B.A.D Medical Officer and provide a list of players expected to participate. The I.B.A.D Medical Officer will then state the number of players not yet classified and accordingly advise on the number of classifiers necessary an of the time required for classification examinations 

 

 

12.     I.B.A.D CODE OF ETHICS FOR CLASSIFICATION

 

 

12.1              The Classification Committee should: 

12.1.1                                         Respect the Players and coaches.           

            Maintain a courteous attitude during the classification process. 

            Involve the players and coaches in discussion in the matters pertaining to

            their classification and explain the results. 

            Handle protests in a fair, non-threatening and non-arbitrary manner.

12.1.2                                       Respect the rules.   

               Establish clearly defined procedures for the classification process and follow

               Them. 

               Make the procedures widely known to players and coaches.

 

 

12.1.3          Respect each other. 

            Keep in-camera discussion confidential.

            Maintain confidentiality of player’s information, particularly medical

            Information whenever possible. 

            Not criticize other committee members in public, the Medical Officer shall

            be the spokesperson for all members. 

            Remember they are acting for badminton and for the classification process

            and not for their nation.

 

12.2              Student Trainees should:

 

12.2.1          Maintain silence regarding procedures outside of the classification meetings. 

12.2.2          Does not discuss individual competitors with their or your own nation. 

12.2.3          Does not talk about individual classification problems outside of the classification group. 

12.2.4          Remember that there are confidentiality issues involved in the classification process and therefore avoid public discussions. 

12.2.5          Respect the players, coaches and members of the classification committee. 

12.3              Players and Coaches should: 

12.3.1          Respect the classification process; remember it is for the benefit of all the players. 

12.3.2          Respect the classification committee and be an integral part of the classification process. 

12.3.3          Do not attempt to subvert the classification process by failing to do their best during all phases of classification.

12.3.4      Respect other players and make protests only when there is a genuine doubt   about the classification of the competitor.
